Introduction of Nursing Care Payments
On 1 October 2001 State payments for nursing care in a nursing home were introduced in England. Other countries in the United Kingdom have introduced their own nursing care payments, and in Scotland personal care payments.

Row over Scotland's Care Proposals
Scotland's proposal to pay for a limited amount of personal care has created tensions between Westminster and the Scottish Parliament. The Department of Health is refusing to amend the rules for claiming Attendance Allowance to accommodate the payments for personal care. Under current rules no Scottish resident who would receive personal care paid by their local authority would be able to claim Attendance Allowance.
State Equity Release Scheme
From October 1 2001 a permanent resident in a care home in England need not sell their own home to fund their long term care fees. In certain circumstances they will be able to borrow money interest free from the local authority to top up their available income to pay the care fees.
Similar schemes were introduced in the other countries of the UK in April 2002.
